Technically, yes! Traditionally, tortillas are made from cornmeal, water, salt oil. These days though, most of them are made with all-purpose white flour.  These are vegan-friendly ingredients. The tortillas are then sliced and baked until crisp (even fried in some cases) to create tortilla chips.

However, as with many things, people tend to change and tweak traditional recipes, by adding more ingredients to them and changing the recipe method. And for that reason, it’s quite important that you read the ingredients list of everything before you purchase it. You would be surprised by the number of products that have milk powder in them for no apparent reason.
